Judicial review of decisions of band Chief Electoral Officer, Piikani Nation Election Appeals Board, concluding applicants ineligible to stand for election as band councillors based on past shameful conduct—Not possible to import traditional band principle of behaviour into qualification for candidacy—Would be inconsistent with evidence of intent as to grounds of ineligibility to read in grounds specifically stated in Election Code for removal from office—However, broad interests herein not justifying overturning Officer’s decision—Application allowed in part.
