Judicial review of deportation order against applicant found inadmissible to Canada for violating human or international rights—Applicant, Rwanda’s Ambassador to Canada from 1991 to 1995, given refugee status in 1996 claiming fear of persecution and reprisal by new Tutsi government as member of Hutu intelligentsia—In 1998, Minister of Citizenship and Immigration designated two Rwandan governments in power from October 1990 to April 1994 and from April 1994 to July 1994 as regimes engaged in crimes against humanity and genocide under Immigration Act, R.S.C., 1985, c.
