Judicial review of Immigration and Refugee Board decision applicants contravened terms of temporary work permits—No term of work permit breached—Permit should be read, understood on its own, without reference to other material which may not be available to everyone—As Minister prepared permit, should not be able to rely on self-created ambiguities—Question certified as to extent to which those charged with determining whether conditions of work permit breached, may look beyond wording of permit to resolve apparent ambiguity.
