Application for leave to intervene in motion to stay main proceedings in case where issue whether respondent entered Canada and obtained citizenship under false pretenses (may have committed war crimes or crimes against humanity)-Applicant Narvey, legal researcher and Chief Operating Officer of Coalition of Concerned Congregations on Law Relating to War Crimes and Crimes Against Humanity Including Those of the Holocaust, seeking leave to intervene on own behalf and on behalf of Coalition-Applicant has been granted leave to intervene in several cases involving crimes against humanity-In order to establish basis for intervention, Narvey required to demonstrate had interest in proceedings and had sufficient knowledge and expertise enabling him to assist Court in its determination of issues in motion to stay proceedings-Application dismissed-To extent that granting or denying stay of proceedings will have effect on what happens to respondent, alleged to have participated in war crimes, applicant had some interest-However, interest not sufficient to allow applicant to intervene in motion for stay-Applicant wanting to submit different theory of case and different interpretation of case law from that of counsel for Crown-To allow intervention on this basis would disrupt process in application for stay of proceedings to unjustified extent-Motion for stay of proceedings entirely legal and procedural issue and not specifically related to any allegations of war crimes-Furthermore, mere fact applicant would point out different passages from any particular case and re-interpret that case on basis of own point of view not justifying allowing applicant intervener status-Applicant would simply like to argue as if third side in debate, which not within scope of role of intervener.
