Application for judicial review of Minister's decision to disclose records containing information about inspection and testing of both single strength and concentrate juices including results of any tests concerning whether juices adulterated and whether authentic-Applicant given notice of intention to disclose information under Access to Information Act, s. 20(2)-Applicant's reply not meeting requirement of Act to demonstrate information in question not constituting test results carried out by or on behalf of government institution or that testing done as service to person or organization other than government institution for fee-However, Agriculture Canada not notifying applicant of right to make submissions objecting to disclosure of reports of analysis and certificate of analysis-Must provide reasonable description of contents of each and every record sought to be disclosed-Application allowed in part-Access to Information Act, R.S.C., 1985, c.
